The police showed up and arrested Gardo and Raphael.  They took them into separate rooms and started questioning the both of them.  Raphael was questioned by the police men. He was accused of finding the bag, but Raphael refused. He ended up getting beat and harassed by another police man who declined his remark.  After a while, the police let him go and Raphael just ran.
