What I've read so far is that Gardo, Rat, and Olivia are in the prison and they talk to this person which was Gardo's 'Grandfather' but it wasn't and they talking about these bogus contracts and they started to do some paperwork and it is done apparently through clever accounting and paying off the people who should be watching. It took him time to assemble the papers of contracts and the money.
